CASE STUDY – Delaware County Regional Water Quality Control Authority (DELCORA)

DELCORA is a municipal authority that provides wastewater management services for Delaware County, Pennsylvania. The authority’s management wanted to expand the reach and competitiveness of their bidding process to reduce the cost of certain items. DELCORA chose Procurex to manage the strategic sourcing projects. DELCORA needed to source liquid caustic soda and liquid chlorine. These projects resulted in total savings of $87,500.

Procurex streamlined DELCORA’s process by eliminating the mailings and paper associated with a typical municipal sealed-bid process. The specification, bid documentation, communications and bidding were all processed with Procurex’s proprietary technology. In the DELCORA liquid chlorine project, 49 bids were submitted in 55 minutes. The liquid caustic soda received 107 bids over a span of five hours. This high level of competitive bidding generated savings of $87,500.
